SPAL General Constructors Corporation is a company wholly owned by the Tsleil-Waututh Nation in North Vancouver, British Columbia. By building partnerships in the construction industry and leveraging and managing project important relationships, SPAL is able to actively compete in industry bid opportunities within the Tsleil-Waututh traditional territory.

SPAL along with its joint ventures partners, participate in Indigenous procurement opportunities within the Lower Mainland economy and have successfully been winning large contracts since its inception in 2009. The Tsleil-Waututh Nation is actively involved in these partnerships, creating the terms of the agreements and leveraging its industry relationships created over decades to create mutually beneficial opportunities.

SPAL continues to seek productive partnerships with private and public sector organizations and wishes to work together with organizations that have similar business values and objectives.


The Tsleil-Waututh Nation, over the last 22 years, has been a national leader in First Nation economic development with a multitude of businesses and strategies to develop further economic activities.

Including SPAL General Contructors, the Tsleil-Waututh Nation has several community owned businesses which include:

  • Takaya Developments, a successful real estate development company, majority owned by the community, which develops high-end condominiums and townhomes
  • Takaya Tours, a cultural tourism business open May to October
  • Takaya Golf Centre, providing driving range services and various other special services, professional golf pros are on hand for private or group lessons
  • Inlailawatash, providing environmental services and consulting
  • Salish Seas, which manages fish and crabbing licenses

The Tsleil-Waututh Nation also has companies that manage investments into other industries and TWN is developing partnerships in other areas, including government and public service management and maintenance agreements for several Provincial Parks within its traditional territory. Recently TWN is developing relationships with other BC First Nations to manage large off reserve land acquisitions in the Lower Mainland.


SPAL with its partners has been a model for success and First Nation partnership over the last 4 years. Developing strong and trusting relationships in business that has led to the awarding and completion of many projects though out the Lower Mainland

It is managed by the Chief Executive Officer, Lori Simcox, with the direction of a Board of Directors.
